• Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight of state correctional facilities and community correctional centers that incarcerate women.

• Commission shall comprise five governor-appointed members subject to senate confirmation (two from senate president nominees, two from house speaker nominees) plus the state public defender or designee.

• Commission duties include ensuring trauma-informed staff training, monitoring access to support services and community programs, developing gender-specific rehabilitative programs, receiving and investigating inmate complaints, and monitoring criminal justice reform implementation.

• Commission may conduct unannounced facility visits, confidential interviews with inmates and staff, review records, hire an executive director and staff, and adopt rules; department of public safety must provide full access to requested information.

• Commission shall submit annual reports to the legislature no later than twenty days before each regular session; appropriation amount unspecified for fiscal year 2022-2023 operations; effective date July 1, 2050.
