Designates 20 specific sports as co-curricular activities rather than extracurricular activities, including baseball, basketball, football, soccer, volleyball, swimming, track and field, wrestling, and others.

Requires the Department of Education to adopt administrative rules to implement sports as co-curricular activities under Chapter 91, Hawaii Revised Statutes.

Adds four new statutory definitions: "curricular activity," "curriculum," "co-curricular activity," and "extracurricular activity" to Section 302A-101, Hawaii Revised Statutes.

Mandates the Department of Education to study and estimate implementation costs, submitting findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2023 regular session convenes.

Takes effect July 1, 2050.
