• Establishes a working group within the Department of Land and Natural Resources to study shooting facility requirements for the island of Hawaii, including rifle, pistol, shotgun, air gun, and archery venues.

• Working group must determine facility needs, construct preliminary diagrams of desired shooting venues, create a "Shooting Facility Requirements Manual," and prepare cost estimates for design and construction.

• Requires review of potential building sites considering sound propagation, lead management, cultural and biological restrictions, climate, utilities access, and security against vandalism.

• Working group shall consist of the Chairperson of the Board of Land and Natural Resources, Director of Public Safety, and representatives of recreational shooters, hunters, and government agencies as needed; members serve without compensation.

• Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular legislative session convenes.
