Amends Section 183D-2 of Hawaii Revised Statutes to add new subsection (3) recognizing that game mammals and birds managed in appropriate areas can provide sustainable food sources with sufficient habitats, provided negative environmental impacts are minimized or offset through native ecosystem protections.

Establishes that proper management of game populations minimizes impacts to agriculture, watersheds, and native habitats while providing benefits such as reducing grass fire fuel and weed control.

Recognizes the State's unique relationship with the ocean and requires careful consideration of land and ocean activities that prioritize public trust responsibilities, conservation of natural resources, and protection of native Hawaiian traditional and customary practices.

Requires each state department, office, and agency to update rules and policies by July 1, 2023, to integrate local hunting and fishing industries into food security and sustainability strategies.

Requires principal departments to report to the legislature by twenty days prior to 2023 and 2024 regular sessions on progress implementing the updated rules and policies, including findings and recommendations.
