Requires the Director of Finance to conduct compliance reviews of transactions, accounts, programs, and performance of all state departments, offices, agencies, and political subdivisions after each legislative biennium closes.

Compliance reviews must identify the degree of compliance with statutory requirements enacted by the immediately preceding legislature during the last biennium.

Director of Finance must submit a report of compliance review findings to the legislature no later than 20 days before the convening of the regular session in odd-numbered years.

Certified copies of all compliance reviews must be sent to the Governor and all reports shall be available for public inspection.

Takes effect upon approval.
