Establishes the "Yes In My Backyard Act" requiring each county to submit an annual report to the legislature on efforts to increase housing opportunities by reducing zoning and regulatory barriers.

Reports must address seven specific areas: multifamily development in retail/commercial zones, conversion of office and commercial space to residential, promotion of diverse housing types in single-family areas, reduced minimum lot sizes, streamlined permit processes, density bonuses, and conversion of vacant county land for affordable housing.

Reports must be submitted no later than twenty days before each regular legislative session beginning in 2023.

Cites Hawaii's housing demand projections of 36,155 additional units needed between 2020-2030 and references similar "yes in my backyard" legislation enacted in Oregon and California.
