Requires state agencies to implement on-site recycling programs at buildings and facilities managed by the Department of Accounting and General Services, with recyclable materials including paper, plastics, and deposit beverage containers designated by the Department of Health in coordination with the Office of Planning and Sustainable Development.

Mandates that all recyclable, marketable items must be sent to appropriate recycling facilities and cannot be sent to landfills or incineration facilities.

Requires the Department of Health, in coordination with the Office of Planning and Sustainable Development, to conduct a study analyzing recycling programs, challenges in solid waste management, advantages and disadvantages of waste-to-energy and incineration, and potential mandatory recycling program implementation, with findings due by 20 days before the 2024 legislative session.

Appropriates general revenue funds for fiscal year 2022-2023 to the Department of Health to conduct the study (amount not specified in bill text).
