Changes the Chief Information Officer of the Office of Enterprise Technology Services to report directly to the Comptroller instead of the Governor.

Maintains all existing responsibilities of the Chief Information Officer including developing statewide information technology governance, strategic plans, and technology standards.

Preserves the Chief Information Officer's authority to coordinate IT budgets and procurement across executive branch departments and agencies.

Retains the requirement for annual reporting to the Governor and Legislature on the state information technology strategic plan status.

Takes effect upon approval.
