Establishes state goal to achieve zero emissions across all transportation modes including ground transportation, interisland transportation, and international transpacific transportation as soon as practicably possible.

Creates interisland transportation working group within department of transportation comprising government officials, county mayors, airline and cruise line representatives, sustainable transportation developers, and harbor users to develop metrics, benchmarks, and plans for zero emissions interisland transportation.

Creates electric vehicle sales growth working group within department of transportation to develop plans for sufficient electric charging infrastructure, allow electric vehicles in high-occupancy vehicle lanes until 25% of new vehicle sales are electric, and develop adoption incentives.

Requires both working groups to submit annual reports to the commission and reports to the legislature no later than 20 days before each regular legislative session with progress updates and proposed legislation.

Authorizes department of transportation and Hawaii state energy office to adopt administrative rules to implement the clean transportation initiative.
