HI SB3316

Establishes a paid family leave program in Hawaii providing up to 8 weeks of paid leave to care for a newborn, newly adopted child, or foster child within the first year, and up to 8 weeks of paid leave to care for a family member with a serious health condition during any benefit year.

Integrates family leave benefits into the existing temporary disability insurance system under Chapter 392, funded through employer-based private insurance with employee contributions capped at 0.5% of weekly wages.

Defines covered family members as spouse, reciprocal beneficiary, child, parent, sibling, grandparent, or grandchild; defines "serious health condition" as requiring care by another person during treatment or supervision by a healthcare provider.

Maintains existing temporary disability benefits (up to 26 weeks per benefit year) for non-work-related sickness or injury, with a 7-day waiting period before benefits begin.

Repeals Chapter 398 (HRS) and appropriates funds to the Department of Labor and Industrial Relations; Sections 1-28 take effect July 1, 2024, with full implementation by July 1, 2050.
