Requires each county in Hawaii to enact an ordinance or adopt rules by a specified deadline establishing requirements for building permits for fifth generation (5G) cellular network towers.

Mandates counties either require consideration of Federal Aviation Administration (FAA) guidance before issuing permits for 5G towers within one-fourth mile of an airport, or prohibit such permits without FAA consent.

Requires the mayor of each county to submit a compliance status report to the legislature no later than twenty days before the 2023 regular legislative session.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the law's effective date.
