Establishes a working group to examine infrastructure repair and maintenance issues in planned housing subdivisions without compulsory homeowner associations in counties with populations between 170,000 and 300,000.

Working group comprises seven members: one state representative, one state senator, one county mayor's office representative, one member each from Hawaii Council of Community Associations and Hawaii Chapter of Community Associations Institute, and two community stakeholders designated by legislative members.

Directs working group to examine development of homeowner associations, procedures for establishing associations to maintain roads and infrastructure, county roles, potential amendments to chapter 421J of Hawaii Revised Statutes, and other related issues.

Requires working group to submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2024 regular session; group dissolves June 30, 2024.

Appropriates $100,000 from general revenues for fiscal year 2022-2023 to support the working group, with funds expended by the affected county or counties.
