Repeals Hawaii's 2002 Citizen Participation in Government Act (Chapter 634F) and replaces it with the Uniform Public Expression Protection Act, a model law developed by the Uniform Law Commission in 2020.

Applies to lawsuits based on a person's communication in government proceedings, communication on issues under government review, or exercise of constitutional rights to free speech, press, assembly, petition, or association on matters of public concern.

Requires defendants to file a special motion to dismiss within 60 days of service, automatically staying all discovery and other proceedings until the court rules on the motion.

Mandates expedited court hearings no later than 60 days after the motion is filed and court rulings no later than 60 days after the hearing.

Awards costs, reasonable attorney's fees, and litigation expenses to the prevailing party on the motion, with the moving party receiving fees if successful and the responding party only if the motion was frivolous or intended to delay.
