Establishes a three-year pilot program (ending July 1, 2025) requiring the Department of Land and Natural Resources to assess carrying capacity of sensitive areas in the Pupukea Marine Life Conservation District on Oahu's North Shore.

Program will monitor and evaluate effectiveness of mandatory closures (kapu), voluntary closures, and access restrictions including potential fee systems on high-traffic areas like Shark's Cove and Kapoo Tidepools.

Directs the department to consult with the City and County of Honolulu, University of Hawaii's Hawaii Institute of Marine Biology, and local nonprofit organizations during the pilot program.

Requires submission of findings, recommendations, and proposed legislation to the legislature by January 1, 2026 on long-term management options to reduce human impact on marine life.

Appropriates $300,000 in general revenues for fiscal year 2022-2023 to establish and conduct the pilot program, effective July 1, 2022.
