Creates a new chapter establishing definitions and enforcement mechanisms for transient vacation units (dwelling units rented for compensation for fewer than 30 days).

Authorizes any person to file a civil suit in district court against unauthorized transient vacation unit owners beginning June 30, 2022, after providing 60 days' notice to the owner.

Allows courts to award damages up to $10,000 plus reasonable attorney fees to prevailing plaintiffs, and to order defendants to pay plaintiff's attorney fees when claims are determined fraudulent or frivolous.

Permits parties to submit photographic and videographic evidence in cases involving alleged unauthorized transient vacation unit activity.

Takes effect July 30, 2075.
