Establishes a public policy framework addressing economic disaster mitigation and economic diversification through specific state goals and project implementation by the Department of Business, Economic Development, and Tourism (DBEDT).

Declares economic goals including strengthening community infrastructure, expanding digital economy participation (broadband, digital literacy, remote work), and increasing traded activities (professional services exports, creative intellectual property, value-added agriculture, film projects).

Appropriates funds to DBEDT for six specific projects: community-based economic development grants, digital literacy training, Instant Teams phase 2 for remote work, remote work website resources, creative space studio expansion, film permitting digital system, and a cyber leaders program for business cybersecurity assistance.

Requires DBEDT to submit annual reports to the legislature by twenty days prior to the 2023, 2024, and 2025 regular sessions summarizing project progress, outcomes, effectiveness in achieving stated goals, and recommendations including proposed legislation.

Appropriates funds for two full-time equivalent positions at the Hawaii Center for Advanced Transportation Technologies, with reductions if federal or other funding sources become available; funds do not lapse until June 30, 2024.
