Amends the definition of "license" in Hawaii Revised Statutes Section 132D-2 to clarify that the appropriate county fire department issues fireworks licenses, valid for one calendar year.

Requires counties to share fireworks-related information gathered under Sections 132D-7, 132D-8, 132D-8.5, and 132D-8.6 with the Harbors Division of the Department of Transportation.

Modifies Section 132D-8.6 to require importers of fireworks to clearly designate types, declare gross weights, notify county officials before shipment, and provide written documentation of proposed display events and inventory breakdowns.

Mandates each county fire department submit a report of its fireworks enforcement activities and any proposed legislation to the legislature no later than 20 days before the 2023 regular legislative session.

Takes effect on January 1, 2050.
