Amends Section 103D-501 of Hawaii Revised Statutes to add new restrictions on procurement change orders exceeding 50% of the original contract cost.

Prohibits change orders that individually increase contract cost by more than 50% or that cumulatively increase contract cost by more than 50% when combined with prior change orders, unless deemed in the best interest of the State by the purchasing agency head.

Requires that prohibited change orders exceeding the 50% threshold be treated as new procurements subject to standard procurement procedures.

Allows purchasing agency heads to approve otherwise-prohibited change orders if they document in writing that approval is in the State's best interest.

Effective date: July 1, 2050.
