Requires the Board of Regents of the University of Hawaii to establish a standing committee on community colleges to examine community college issues.

Requires the vice president of community colleges to report directly to the Board of Regents standing committee on community colleges.

Appropriates $303,000 for fiscal year 2022-2023 for the Culinary Institute of the Pacific, including 3.0 FTE groundskeeper, 1.0 FTE custodian, 1.0 FTE equipment maintenance worker, and 2.0 FTE security officer positions.

Appropriates $2,650,000 for the early college program targeting at-promise youth in career and technical education, including 10.0 FTE campus coordinator and 10.0 FTE counselor positions.

Appropriates $1,400,000 for Hawaii Promise Program scholarships covering up to 90 percent of unmet financial needs for community college students.

Appropriates $1,274,100 for 31.0 FTE campus security officer positions across community college campuses.

Appropriates $4,600,000 to restore personal services funding to pre-pandemic (fiscal year 2019) levels.

Appropriates funds for nursing clinical instructors ($842,572), the Learn and Earn healthcare and agriculture program ($645,134), workforce development programs ($1,540,000), the Wahiawa value-added product development center ($1,622,676), the Maui food innovation center ($146,000), and the Hawaii nutrition employment and training program ($385,000).
