Authorizes the Department of Health to allow dispensaries to dispense medical cannabis and manufactured cannabis products to qualifying in-state patients or in-state primary caregivers outside the dispensary building but on the dispensary's premises.

Reverses the blanket prohibition on off-premises delivery by permitting on-premises dispensing in vehicles or other outdoor locations as an alternative to entering the retail store building.

Requires the Department of Health to promulgate written policies and procedures detailing the circumstances under which on-premises dispensing may be allowed and any dispensing requirements.

Addresses COVID-19 pandemic concerns by enabling vulnerable qualified patients with debilitating conditions to access medical cannabis while minimizing exposure and physical contact risks.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that occurred before the effective date.
