Appropriates $487,614,000 from the native Hawaiian rehabilitation fund for infrastructure and development of 17 Hawaiian homestead projects across all islands, creating approximately 2,880 new residential, agricultural, and pastoral lots

Appropriates $112,386,000 from the native Hawaiian rehabilitation fund for down payment assistance and mortgage payment assistance to Hawaiian Homes Commission Act beneficiaries

Requires the Department of Hawaiian Home Lands to submit annual reports to the legislature detailing expenditures from the native Hawaiian rehabilitation fund and the number of beneficiaries removed from the waitlist using these funds

Effective date of July 1, 2050
