Establishes an Airport Advisory Working Group within the Department of Transportation to advise on airport planning and design for state international airports serving counties with populations over 500,000 people.

Working group shall advise on improving user experience, reflecting local culture and sense of place with open-air design and gardens, incorporating Hawaii's history and values, expanding commercial opportunities, ensuring timely project implementation, and planning for pandemic contingencies.

Working group composition includes two legislative co-chairs appointed by Senate President and House Speaker, deputy director of airports division, and representatives from Hawaii Tourism Authority, University of Hawaii School of Architecture, UH Department of Urban and Regional Planning, American Institute of Architects, labor/construction, and commercial/retail concessions.

Creates one full-time conceptual architect position in the Department of Transportation to support the working group.

Appropriates funds from the airport revenue fund for fiscal year 2022-2023 to establish and operate the working group, effective January 1, 2050.
