Requires the Legislative Reference Bureau to conduct a five-year study on coastal lands in Hawaii affected by sea level rise, with findings due 20 days before the 2027 legislative session.

Study must include historical survey of private land tenure, risk assessment of state coastal land ownership, determination of lands impacted by sea level rise, and categorization of properties by likelihood of legal challenges.

Study shall collect data on coastal properties by ownership type (descendants of Hawaiian Organic Act citizens vs. non-descendants) and residential status (Hawaii residents vs. seasonal occupants).

Legislative Reference Bureau may contract with qualified entities to conduct the study and shall receive requested data from state and county departments.

Appropriates unspecified funds from general revenues for fiscal year 2022-2023 to conduct the study; effective July 1, 2022.
