Amends Section 103D-701, Hawaii Revised Statutes, to require parties to use best efforts to resolve concerns at the procurement officer level through open and frank discussions before submitting a protest regarding contract solicitation or award.

Amends Section 103F-501, Hawaii Revised Statutes, to require parties to use best efforts to resolve concerns at the procurement officer level through open and frank discussions before submitting a written protest to the head of a purchasing agency within five working days after the notice of award postmark date.

Maintains existing five-working-day deadlines for protest submission and other procedural requirements in both statutes.

Takes effect upon approval.
