Appropriates funds from general revenues for fiscal year 2022-2023 to establish one full-time equivalent (1.0 FTE) program specialist position in the Department of Land and Natural Resources related to mosquito control.

Aims to support efforts by the Department of Health and Department of Land and Natural Resources to develop mosquito control measures addressing non-native mosquitoes that threaten human health, Hawaii's native bird populations, and the state's tourism and economic sectors.

Recognizes that non-native mosquitoes are the leading driver of extinction risk for most of Hawaii's remaining endemic honeycreepers and pose disease transmission risks to residents and visitors.

Takes effect on July 1, 2050.
