Department of Health shall require the clean water branch to continue testing water quality during brown water advisories as practicable, provided no samples are collected until hazardous conditions subside.

Department of Health must issue health advisories during brown water events explaining health risks from water runoff and make proactive efforts to communicate these advisories to the public.

Department of Health must consider environmental justice issues when assessing beach usage and public health risks in determining which beaches to include in the Hawaii beach monitoring program.

Department of Health shall adopt or amend administrative rules as necessary to implement these requirements.

Appropriates unspecified funding from general revenues for fiscal years 2021-2022 and 2022-2023 for positions within the Department of Health; effective July 1, 2050.
