Prohibits any person from using lead-based paint on outdoor structures (new or existing) after December 31, 2022.

Adds new section to Chapter 342P, Hawaii Revised Statutes to establish the lead-based paint prohibition.

Recognizes that lead exposure causes neurological damage, behavioral and learning disabilities in children, kidney damage, and miscarriages with no safe exposure level.

Notes that only Delaware currently restricts lead-based paints on outdoor structures like bridges, water towers, playground equipment, and utility poles.

Takes effect July 1, 2050.
