Creates a new category of reduced vehicle registration fees for disabled veterans with 50% to 99% service-connected disability ratings, requiring them to pay 50% of the standard annual registration fee.

Maintains existing full exemption from registration fees for disabled veterans with 100% service-connected disability ratings who are Hawaii residents and honorably discharged.

Applies both full exemptions and reduced fees only to one vehicle per disabled veteran and excludes vehicles used for commercial purposes.

Requires the director of the office of veterans' services to report to the legislature and department of taxation before each regular session on the total number of disabled veterans qualifying for exemptions or reduced fees.

Takes effect January 1, 2050.
