Amends section 291-24.5 of Hawaii Revised Statutes to establish a specific 95-decibel sound limit for motor vehicle mufflers instead of the previous standard that mufflers not noticeably increase noise above factory-equipped levels.

Prohibits persons from using, selling, altering, or installing motor vehicle mufflers on public highways that emit more than 95 decibels of sound.

Establishes violations as enforceable by police officers with fines of not less than $25 nor more than $250 per offense, with violators subject to summons or citation.

Directs the director of transportation to adopt administrative rules under chapter 91 specifying testing standards including testing site location, sound level meter microphone placement, engine operation procedures, and all necessary procedures for measuring exhaust sound levels.

Takes effect upon approval.
