Amends Hawaii Revised Statutes Section 96-9 to add new subsection (c) establishing that disclosure of attorney-client privileged or attorney work-product privileged communications to the ombudsman does not waive those privileges with respect to other persons.

Prohibits the ombudsman from disclosing any privileged communications received from agencies to any other person.

Allows agencies to share confidential legal communications with the ombudsman while maintaining the legal protections afforded by attorney-client and work-product privileges.

Takes effect upon approval.
