Amends Hawaii Revised Statutes Section 201H-38 to add new requirements for for-sale housing projects developed under exemptions from zoning and planning laws.

Requires for-sale housing projects to be built exclusively for "qualified residents" as defined in section 201H-32 who are owner-occupants and own no other real property, in perpetuity.

Replaces references to "legislative body" with "county" in the approval process for housing projects, maintaining the 45-day review and deemed approval timeline.

Maintains existing exemptions from zoning, planning, construction standards, and subdivision rules for housing projects meeting health and safety requirements and county approval.

Effective date: May 6, 2137.
