Increases maximum administrative fine for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence if they have received at least one contribution exceeding $10,000 or made expenditures exceeding $10,000 in an election period.

Allows the campaign spending commission to order fines assessed against noncandidate committees to be paid from the personal funds of the committee's officers, in addition to candidate fines being paid from personal funds.

Changes penalty structure to allow fines up to three times the amount of unlawful contributions or expenditures for both regular persons and qualifying noncandidate committees.

Removes reference to section 281-22 from the commission's authority to impose fines for campaign finance law violations.

Takes effect July 1, 2112.
