SB403 Summary

• Clarifies that candidates do not need to file preliminary general election reports if they are unsuccessful in the primary election and do not intend to remain politically active after the primary, or if they are elected to office in the primary election.

• Modifies the language in Section 11-334(a) to specify that the exemption from filing preliminary reports applies only to reports due on October 1 and ten days before the general election (subparagraphs D and E).

• Amends Section 11-339(b) and (c) to change the aggregate contribution and expenditure threshold that triggers simplified reporting requirements for candidate and noncandidate committees (blank dollar amount to be filled in).

• Changes the conjunction from "or" to "and" when describing contributions and expenditures in Section 11-339(b) and (c), clarifying that committees must not intend to receive both contributions and make expenditures above the threshold.

• Becomes effective upon approval.
