Requires the Hawaii paroling authority to notify the prosecuting attorney of the relevant county within 45 days of receiving a complete application, including applicant information and conviction details.

Mandates prosecuting attorneys to contact crime victims or their surviving immediate family members within 30 days, allowing them 30 days to submit additional information for consideration.

Establishes that applications become complete and eligible for consideration 45 days after all materials are received, though investigations may commence earlier.

Prohibits reapplication for pardon for the same person within two years of denial, unless the governor or Hawaii paroling authority chairperson waives this requirement due to new significant information.

Requires the attorney general to consider and investigate pardon applications referred by the governor and provide recommendations to the governor.
