Allows boards to conduct meetings using interactive conference technology on a permanent basis, rather than only during emergencies, to expand public participation and protect participant health and safety.

Requires board members participating virtually to be visible and audible to other members and the public during open meetings; board members may remain audio-only during closed executive sessions.

Permits boards to conduct virtual meetings without identifying non-public locations where board members are physically present, provided the board lists at least one public meeting location and informs the public how to remotely view and provide testimony.

Removes the requirement that meetings must be terminated if audio communication fails with all locations; instead allows meetings to be recessed for up to one hour when communication cannot be maintained with a quorum or the public location.

Authorizes boards to require attendees at in-person meetings to provide names and contact information for contact tracing and comply with health measures (facial coverings, distancing) during or after a gubernatorial emergency declaration for contagious illness.
