Allows boards to hold meetings using interactive conference technology with board members participating remotely from non-public locations, without requiring those locations to be open to the public or identified in meeting notices.

Requires board members participating in virtual meetings to be visible and audible to other members and the public during open sessions; visibility not required during closed executive sessions.

Establishes that boards must announce participating members' names at meeting start, conduct non-unanimous votes by roll call, and record meetings when practicable with recordings made available to the public.

Permits boards to require in-person attendees to provide names and contact information for contact tracing and to comply with safety measures (facial coverings, distancing) when a governor has declared a state of emergency for a contagious illness.

Removes the requirement that virtual meetings be terminated when audio communication fails and allows meetings to be recessed for up to one hour instead when communication cannot be maintained with a quorum or public location.
