Repeals section 46-19.8, Hawaii Revised Statutes, which prohibited counties from requiring residential fire sprinklers in one- and two-family dwellings and certain agricultural structures.

Repeals Act 53, Session Laws of Hawaii 2017, thereby restoring county authority to adopt fire sprinkler requirements at the local level.

Recognizes individual county "home rule" authority to establish fire safety requirements appropriate to local conditions, including population density, structure proximity, infrastructure, and fire protection resources.

Notes that the state building code council adopted the state residential code on November 13, 2018, requiring residential fire sprinklers in all new one- and two-family dwellings in Hawaii.

Takes effect on July 30, 2075.
