Amends Hawaii Revised Statutes Section 92-5 to add a new provision allowing boards to hold closed meetings to consider witness and victim statements obtained during investigations into officer or employee hiring, evaluation, dismissal, or discipline matters.

Permits boards to keep witness and victim information confidential during closed meetings when privacy concerns are involved, notwithstanding an employee's right to request an open meeting.

Renumbers existing closed meeting purposes from (3)-(8) to (4)-(9) to accommodate the new witness and victim privacy provision as item (3).

Takes effect on July 1, 2021.
