Requires the Department of Agriculture to develop and implement a program that obtains tropical plant materials from in-state and out-of-state sources, screens them for harmful insects and diseases, propagates disease- and insect-free materials, and distributes them to Hawaii farmers.

Mandates the Department of Agriculture to consult with tropical flower and foliage growers and agricultural research entities when developing the program.

Requires the Department of Agriculture to adopt rules by January 1, 2023 that specify plant species and varieties requiring additional regulations and establish quarantine requirements, diagnostic measures, and import requirements.

Appropriates funds from general revenues for fiscal years 2021-2022 and 2022-2023 to develop and implement the tropical flower and foliage plant material distribution program (specific amount not specified in bill text).

Takes effect July 1, 2050.
