Amends Act 151, Session Laws of Hawaii 2019 to require the department of agriculture to identify the top ten fruit and vegetable imports to Hawaii that may be commercially grown by farmers in the state and recommend ways to increase their production.

Adds a new subsection (d) to the strategic plan requirements directing the department of agriculture to build on findings related to import replacement crops and identify specific recommendations for increasing commercial production of the top ten fruits and vegetables.

Requires the department of agriculture to submit a report of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2023.

Maintains existing requirements for a strategic plan to double local food production and exports by 2030, identify suitable agricultural lands, develop irrigation and infrastructure guidance, and address FDA Food Safety Modernization Act implications.

Takes effect July 1, 2050.
