Requires state facilities with 10,000+ square feet to implement cost-effective energy efficiency measures by January 1, 2023 (for facilities not updated since 2010) or January 1, 2025 (for all others), excluding Aloha Stadium.

Directs the Hawaii State Energy Office to collect monthly utility bill and energy usage data for state-owned facilities and publish the information in a publicly accessible format.

Allows agencies performing energy efficiency retrofitting to receive budget appropriations for energy expenditures that account for costs and debt service related to energy efficiency measure implementation.

Requires new state building construction designed on or after July 1, 2021 to maximize energy and water efficiency, maximize energy generation potential, and use carbon-reducing building materials, where feasible and cost-effective.
