Establishes a child care center pilot program for children of state employees, requiring the Department of Accounting and General Services to create and operate two centers on Oahu: one in or near the state capitol building and one in Kapolei.

Defines eligible children as those with a parent, grandparent, aunt, uncle, or legal guardian who is a full-time state employee, including legislators, judges, and appointed officers.

Requires child care centers to provide full-time weekday care beginning at least 30 minutes before and ending no earlier than 30 minutes after the regular state work day.

Authorizes the department to charge minimal fees to employees to offset costs and allows the centers to serve non-state employee children if space is available.

Appropriates $500,000 for fiscal years 2021-2022 and 2022-2023, with the program set to expire on June 30, 2026.
