Amends Section 11-391 of Hawaii Revised Statutes to modify requirements for political advertisements that are broadcast, televised, circulated, published, distributed, or communicated by electronic means.

Requires printed advertisements and advertisements communicated by electronic means to contain candidate-approval language in a prominent location on each odd-numbered page of the advertisement.

Maintains existing requirements that all political advertisements must contain the name and address of the candidate, candidate committee, noncandidate committee, or person paying for the advertisement.

Exempts advertisements paid for by a candidate, candidate committee, or ballot issue committee from needing to include the candidate-approval notice.

Takes effect upon approval.
