Prohibits elected state and county officials from holding fundraiser events during regular or special sessions of the state legislature, including extensions, recesses, holidays, and weekends.

Defines "fundraiser event" as any function for an elected official designed to raise contributions where any price is charged or any contribution is suggested for attendance.

Applies to governors, lieutenant governors, state senators, state representatives, trustees of the office of Hawaiian affairs, county mayors, county council members, county prosecuting attorneys, and appointed individuals in those offices.

Requires notice of intent to be filed with the campaign spending commission prior to holding any fundraiser, including the name and address of the person in charge, price per person, date, hour, place, and method.

Effective January 1, 2023.
