Expands the definition of "administrative action" in Hawaii's lobbying law (HRS §97-1) to include the granting or denying of applications for business or development-related permits, licenses, or approvals required by state law.

Clarifies that lobbying regulations apply to lobbying activities by the executive branch by amending the definition of "administrative agency" to explicitly include the executive branch.

Modifies exemptions in HRS §97-2(e) to clarify that specialists with relevant knowledge may make occasional appearances before the legislature, administrative agencies, or lobbyists regardless of whether they receive payment.

Takes effect on September 1, 2021.
