• Establishes that charging shipping and delivery charges exceeding the actual cost to ship or deliver a commodity to Hawaii consumers constitutes an unfair and deceptive practice under Chapter 481B, Hawaii Revised Statutes

• Prohibits retailers from charging arbitrary shipping costs to Hawaii residents that do not correlate with actual shipping expenses

• Requires that any separate shipping or delivery charge to consumers in Hawaii shall not exceed the actual cost to ship or deliver the commodity to the State

• Becomes effective January 1, 2050
