Requires the Department of Accounting and General Services to review all expenditures out of funds in the state treasury to provide greater oversight of state agency spending.

Amends Section 26-6, Hawaii Revised Statutes to add a new duty requiring the department to review all expenditures out of state treasury funds, in addition to existing preaudit and after-the-fact audit functions.

Legislature found that approximately $483,600,000 in excess moneys across 57 special and revolving funds was available for transfer without adversely affecting supported programs, as identified in State Auditor Report No. 20-08 (May 20, 2020).

Aims to reduce waste in state agencies and programs through more rigorous financial oversight and accountability.

Takes effect upon approval.
