Establishes a minimum wage commission within the Department of Labor and Industrial Relations to review and recommend annual minimum wage increases.

Commission composition includes the labor director and human services director (or designees), two members appointed by the governor, two by the senate president, two by the house speaker, and three additional representatives appointed by the governor from relevant organizations.

Commission must submit recommendations by the twentieth legislative day of each regular session starting in 2022, with recommended increases becoming effective unless rejected by concurrent resolution before legislative adjournment.

Recommended minimum wage increases cannot take effect earlier than the adjournment of the legislative session following the commission's recommendation.

Appropriates unspecified general revenue funds for fiscal years 2021-2022 and 2022-2023 to administer the minimum wage commission.
