Removes the 2022 construction completion deadline for the Leialii affordable housing project in Lahaina, Maui that was imposed by Act 98 (2019).

Allows the Hawaii Housing Finance and Development Corporation to address historic preservation requirements under chapter 6E, Hawaii Revised Statutes, as funding is appropriated for each portion of the project.

Maintains the $37,000,000 appropriation from the rental housing revolving fund for the Leialii affordable housing project, eliminating the requirement to return funds if land use entitlements were not obtained by April 30, 2020.

Addresses delays caused by the state historic preservation division's requirement for a new archaeological inventory survey for the Keawe street apartments project site.

Effective date: July 1, 2050.
