Prohibits public members of Department of Commerce and Consumer Affairs boards and commissions from being engaged in the occupation regulated by their board or commission.

Prohibits public members from being associated with members of the regulated occupation if such association creates a material conflict of interest, appearance of impropriety, or reasonable suspicion they do not represent the public interest.

Prohibits public members from having a direct financial interest in the regulated occupation.

Defines "material conflict of interest" as a conflict with potential to influence a member's decision or conduct, or have non-trivial financial impact on the member or their immediate family.

Effective date: July 1, 2112.
